中国驻奥克兰总领事阮平：新西兰一夜之间就改了主意

-RNZ:The Government is placing temporary entry restrictions into New Zealand on all foreign nationals travelling from, or transiting through mainland China. What’s your comment?

RNZ记者：对于（新西兰）政府正在实行的“禁入令”，您怎么看？

-I feel disappointed with the travel ban. Only two days back, our two Foreign Ministers held friendly and frank talks over the phone. Chinese Foreign Minister Wang Yi said China has made great efforts and achievement in the prevention and control of the epidemic. He stressed that China will win the fight against the epidemic. China has taken actions well beyond the requirements by the international standards. China detected the outbreak, isolated the virus, sequenced the genome and shared the information with the WHO and other countries with open, transparent and timely manner. Chinese Foreign Minister Wang pointed out that the WHO declared a Public Health Emergency of International Concern over the outbreak of the virus, meanwhile it disfavored imposing travel and trade restrictions on China, and the Chinese government hopes the same. As a response, Foreign Minister Winston Peters said that New Zealand will maintain normal exchanges and people’s flow between the two countries.

However, just overnight, New Zealand changed its mind. I think the trade should be based on normal exchanges of people, New Zealand cut off the normal flow of people and this will impair the economic cooperation between the two countries. The Chinese people are now isolating the coronavirus, but New Zealand is joining efforts to isolate the Chinese economy. That's why I feel very disappointed.

中国驻奥克兰总领事阮平：对于此旅行禁令我感到很失望。就在两天前，我们双方的外交部长才展开过友好而坦率的电话对话。中国外交部长王毅表示，中国在防控疫情方面做出了巨大的努力，也已取得明显成效。他强调中方一定会战胜疫情。中方举措已远远超出国际标准的要求。中方发现了疫情、分离了病毒毒株，以公开、透明方式，向世卫组织和各国及时通报信息。中国外交部长王毅指出，尽管世卫组织宣布了“国际关注的公共卫生紧急事件”，但不建议对中国实施旅行和贸易限制，这也符合中国政府的期望。新西兰外交部长Winston Peters对此回应，称新西兰会维持两国之间正常的来往贸易和人口流动。

然而，一夜之间，新西兰就改变主意了。我认为，贸易应该是以正常的人口流动为基础的，但新西兰切断了这种流动，这也势必会对两国之间的经济合作产生影响。中国人民正在隔离冠状病毒，但新西兰却加入了隔离中国经济的力量中去。这是让我感到非常失望的原因。

-What's the impact of the outbreak and travel ban on New Zealand China economic and trade relations?

RNZ记者：疫情爆发以及旅行禁令对于新西兰和中国经济贸易关系会有什么影响？

-It is inevitable that the epidemic will have impact on economic and trade relations between the two countries, which is however limited and controllable should the normal people flow be maintained. China is New Zealand’s largest and irreplaceable trading partner, and in 2019 New Zealand export to China reached 16.9 billion NZ$, 4.5 times that to the US. And this sudden travel ban will definitely complicate and worsen the current situation. If Chinese economy suffers from international isolation, I am afraid that the New Zealand economy will also be in a loss.

阮平：两国之间的经济贸易关系受到疫情的影响，这是不可避免的，但假如人口流动得以维持，其影响仍是有限和可控的。中国是新西兰最大的，也是不可替代的贸易伙伴。2019年，新西兰对中国的出口额达到了169亿新西兰元，比对美国高出了4.5倍。而这次突如其来的旅行禁令，则肯定将情势复杂化且严重化了。如果中国的经济受到了全球隔离的影响，恐怕新西兰的经济也会蒙受损失。

-What do you think the current situation will affect the Chinese students?

RNZ记者：你认为目前的情况会对中国学生有怎样的影响？

-China is New Zealand largest source of international students. More and more Chinese students have been attracted to NZ for its open and friendly environment. When in China, they have been in self isolation, and will pass strict screening before taking flights. So generally, their health is guaranteed.  

But this travel ban makes the over 20,000 Chinese students difficult to come back to pursue their normal study. It is unfair for them to have this treatment.  We pay great importance to the legitimate rights of the students, and have been in touch with the universities and relevant institutions to find a way out. We sincerely hope the NZ side will care about the interests of the Chinese students and help them solve their practical problems.

阮平：中国是新西兰最大的国际学生来源国。新西兰开放、友好的环境吸引了越来越多的中国学生。他们在中国已经进行了自我隔离，而且在登机前，接受了严格的筛查。所以，他们的健康基本上是有保证的。

但这一项旅游禁令，则让超过20000名中国学生难以返校，并继续常规的学业。受到这样的对待，于他们是很不公平的。我们十分重视学生们的正当权益，也和各大学和相关部门进行了接触，以找到解决办法。我们衷心希望，新西兰方面能够关心中国学生们的利益，帮助他们解决实际问题。

-NZ will send charter flight to Wuhan to assist NZ nationals’ departure back, will China offer assistances?

新西兰将要派飞机前往武汉协助新西兰人撤离，中方会提供帮助吗？

-As for the requests from foreign governments in this regard, China will follow international practices, and provides necessary assistance and convenience. In the meantime, this arrangement should be consistent with the epidemic control measures in China.

阮平：对于外国政府的这一要求，中国会遵循国际惯例，提供必要的协助和便利。与此同时，撤离安排也需要和中国所进行的疫情防控措施相一致。
